My following comments relate to issues a) and e) of your letter dated 3 September 2015.

I do not object to the change of use but I do consider that 3 dwellings are too many. 3 dwellings will, in this day and age, produce at least six additional private vehicles resident in Luton Lane. The Lane is currently dangerous enough, with one particular blind bend already being a hazard without the daily use of the additional vehicles. The surface of the lane is also deteriorating but has received only the minimum of attention from Highways in the past 12 Months.

I consider that only 2 dwellings, at the most, should be approved and that if approval is given it should be conditional on resurfacing of the lane throughout. If Highways do not have the funds available to undertake this task then the Applicant should pay for the resurfacing. Approval to the Change of Use should only be given if the Applicant or Devon County Council Highways give an undertaking to make the necessary funds available for resurfacing of the Lane throughout its entire length.

I have lived at Balls Farm for 30 years and am very familiar with Luton Lane. I can assure you that it will not support the additional traffic generated by 3 additional dwellings.
