The Parish Council feels that it is not possible to object to lifting the restriction on trading hours for the livery business, on welfare grounds, ie veterinary call outs for treatment outside of the prescribed hours.

However, we feel that the grant of planning change, (one of a series of retrospective applications on this site), report did not take into account any of the more relevant concerns raised ,by the Council and residents, in connection with the issues of noise generated, proximity of buildings to neighbouring residential dwellings and additional traffic to the site. Also the granting of mixed usage of livery and storage leaves the door open for further (retrospective) changes of use.

In view of the omission of control of these areas in the initial report we do not feel it is to late to address them now.

I have considered the application to remove condition 3 and do not anticipate any environmental health concerns.
