In principle I have no objection to the proposed scheme, however there are a number of tree / hedgerow impacts which require further details:

The proposed turning and parking area looks to be within the Root Protection Area (RPA) of the adjacent tree on the northern boundary. This will require an Arboricultural Method Statement and no dig construction methodology to the finished surface treatment. Without this there is likely to be significant damage to the trees rooting environment.

In addition we will require a Method Statement as to how the section of hedgerow is proposed to be re-aligned to create the required visibility splay. With care it is likely the hedge can be moved back via incremental dragging technique. This will minimise impact on amenity and character of the surrounding area and retain the structure of the historic hedgebank.

This could be conditional to any planning approval.

This development is not obtrusive and will enhance the area. I support the application subject to Devon Highways agreeing the new access with the accociated visibility splays.

Observations:

I have visited the site and met the applicant (Mr Congreave). During the on-site meeting Mr Congreave explained that he had served notice on the owner of the neighbouring property Ford Farm regarding permission to use a small section of existing access to Ford Farm for visibility purposes for the proposed development.

The proposed new access, being on the B3179 requires that there is adequate on-site vehicle parking and turning provisions. From the submitted plans this provision is difficult to determine because of the small scale drawing. I have however discussed this issue with Mr
Congreave, and also the height differential between the garden and the highway, and I am satisfied that there is suitable space for vehicle parking and turning on site and that the level of the garden will be reduced to make suitable access and egress possible for vehicles with
adequate visibility in both directions.

I do not intend to propose a condition regarding the permanent closure of the existing access from the private drive off Town Lane because this does not have an effect on the provision or usage of the proposed new access, subject of this application.

Recommendation:

THE HEAD OF PLANNING, TRANSPORTATION AND ENVIRONMENT, ON BEHALF OF DEVON COUNTY COUNCIL, AS LOCAL HIGHWAY AUTHORITY, HAS NO OBJECTION TO THE PROPOSED DEVELOPMENT
