Thank you for inviting Brampford Speke Parish Council to comment on application 15/0538/FUL and 15/1141/FULL - Somerleigh, Brampford Speke, Exeter EX5 5DY. A site meeting was held on 23rd March 2015 with the applicant and two local residents. The plans were resubmitted under 15/1141/FULL, as no amendments have been made to the plans the comments from the Parish Council remain as before, please see below.

The Parish Council supports the principle of the provision of a garage for Somerleigh.

However, for the reasons set out below, the Parish Council objects to the current proposal:
o the floor area of the proposed building is too large - some 100-120 sqm on the ground floor plus an unquantified habitable area on the 1st floor. The overall floor area is more than that of a conventional new-build 3-bedroom house
o the proposed location is some distance from the main house, and in the 'open countryside' rather than, for example, being between the house & the road or alongside the house. The impact on the open countryside is greater than we feel is desirable (or necessary).
o the ridge height of the proposed building, at some 6.5m, is more than we feel is desirable.

The Parish Council noted that the proposed building has a number of features which appear not to be mentioned in the planning application:
o velux windows within the roof
o staircase from ground floor to 1st floor, with the 1st floor being used as an office
o glazing or semi-glazing to the 1st floor walls at both gable ends of the building
o toilet.
Our understanding is that at least some of these features will require planning permission.
As already stated the Parish Council supports the principle of there being a good-sized garage for Somerleigh....... We hope that the applicant, in consultation with EDDC, feels able to put forward some alternative proposals for a building with less impact by reason of being:
o smaller & lower (for example, could the space for a third car be provided by means of a car port rather than as part of a garage?)
o located nearer the house and/or between the house and the road.
